Sometimes, that's the luck of the draw. Somebody can get a positive response in five days, others in five weeks, still others not at all.
Never send stuff that you can't afford to or don't want to lose. It's not a guarantee, but it may help to send a letter of inquiry along with a SASE, e.g., "I'm an admirer of your work. Could I send you a photo to get signed?" If they say, then send it. But again, it's not a guarantee, but it increases the chance for a success.
