I received a letter and a coin from University of Michigan Athletics.
The letter explained that it's against NCAA rules for him to sign personal collections, etc.

I'd say it's more of the latter in the statement Michigan sent not wanting to bother with fan mail but we knew that already. Stating concerns with NCAA compliance for a convenient excuse as if you are risking a student athlete's amateur status for an autograph. Plenty of these coaches of notoriety sign personal collection items and have done so for years. I have received them and not just PP photos. I have my own photographs and signed basketballs with school logos. Certain bigger schools take it a step forward and may ask you some questions first to cover their ground but pretty much boils down to willingness.
