its strange even though he didnt sign the wwe platinum cards i sent him. the back of the envelope had that same faint signature thing on it so he may have signed but u cannot tell hardly at all. Oh well

Meeting Mick Foley in a couple of weeks (and CM Punk hopefully the same day!), and I want to get a TNA event worn shirt card signed, but its really dark,so Im thinking a silver pen is the way to go, any recommendations? Im going to do the usual preparation of the card (rubbing with eraser so ink doesnt blotch) but silver sharpies are hit and miss for working properly, and paint pens seem to take forever to dry... any suggestions?

I use silver for anything dark. I also always make sure it is fine point. Those seem to work the best. Check out my website (link in my signature) for some examples.

Is the shirt card numbered? If so, to how many?

You might throw away some of its value by getting it signed.
