Yes, cernan is totally correct about this
The reputation draw is only for moderators/experts (it is a different draw to the $10 Allposters feedback one).
The significance of the reputation points next to a non-moderator member's name, is that it shows how helpful/knowledgable/polite/friendly the member is. Generally the higher the number the more of these positive traits they have After all, they are voted for by the other users
