I sent a letter and SASE to Rupert Grint on january 8 2013 and today i received a PP photo with card from him. Very fast answer :D Address that i used i take in database

Pp photo like u said and that note is also pp ready to send , I take it
His filming or does not want to sign any photos and items. The note is not from him after
Reading your letter it's from his agent otherwise he would take two secs to sign your item

I do know that photo and card from his office. While sending request with letter i already new it. For me that's better than nothing :D
