IRCs

I heard somewhere that they don't sell IRCs any more? Is this true?

I would the celebrity I write to to hopefully send back an autograph from Ukraine to the UK. How can I contribute towards the postage if you can't buy IRCs anymore?

Yes, you can no longer buy them in the UK.

For Ukraine the only suggestion I have is finding out their currency, have a guess at the postage and obtain some currency (paper not coins) through a bank, travel agent or Post Office.

Put some USD or Euros in the envelope. I know some Ukrainians, they don't have anything against nice foreign currency :)
