I'd just try waiting for a while, as if he sees that you have at least made an effort he may be able to provide a larger envelope. If you don't hear back after a while (however long Bill usually takes to reply) then I would recommend resending.

Hello, You should include a couple of IRCs (International Reply Coupons) along with a self addressed envelope to Michael Gambon, to cover return postage. IRCs can be purchased at larger branches of post offices and can then be exchanged by the recipient for the correct stamps to send it back to you....
