I'd say it's more of the latter in the statement Michigan sent not wanting to bother with fan mail but we knew that already. Stating concerns with NCAA compliance for a convenient excuse as if you are risking a student athlete's amateur status for an autograph. Plenty of these coaches of notoriety sign personal collection items and have done so for years. I have received them and not just PP photos. I have my own photographs and signed basketballs with school logos. Certain bigger schools take it a step forward and may ask you some questions first to cover their ground but pretty much boils down to willingness.
