Can someone help me out?
I need to send international reply coupons to a celebrity in London. My envelope is 9 by 12 inches, and it weighs around 2 oz or 60 grams.
Can someone check with the Royal Mail and let me know how many IRCs I need to include in my return envelope? I looked on the Royal Mail website for international deliveries, and I'm not sure if my letter is considered a letter or a small packet. Additionally, I don't really understand how much an IRC can be redeemed for in the UK.

A large letter is up to the following, under a 100g, under 5mm thick and upto a4 in size ,anything over that is classed as a packet item ,and going by what you want to send I would class it as a airmail large letter ,I don't know how many ircs you would need to use,hope that info helps if your still unsure go to royal mail and click on large letter/packet and it will give you the size criteria for each,hope this helps

I went on the Royal Mail website, and it only lists the letter option and small packets for international shipments. I looked under domestic mail, and my letter definitely falls into the large letter category on that site. As a result, it seems like the classifications for international shipments might be different than they are for domestic mail. Well I posted a comic to usa ,it was 91 grams,a4 size and under 5mm and that went airmail,to be honest it goes on the weight when sending to usa your item should cost under 3.00 to post maximum

If my envelope is classified as a letter for international mail purposes, it will cost around 2.38 pounds. However, I don't know how many IRCs will be needed to cover the 2.38 cost. Each IRC can be redeemed for £0.87 here in the UK.
If your comic is in an envelope I would class it as letters, if it's a jiffy bag then it's going to be small packet/printed papers.
What you could do is look on the Autograph Exchange/Sale forum for someone who is selling/trading UK stamps. You could ask if they would get £1 stamps for you, or 1st which are worth £0.60 or 2nd which are worth £0.50, and put on enough to cover the postage cost. A little extra never hurts in case it takes a long time to come back and the prices go up (annualy in April). £1 will still be worth £1 and 1st/2nd are just like forever stamps, so whatever the current price is, that's the value, regardless of what you bought them for.
