It's too late to send to the Delaware state fair. The guy asked that all fanmail be sent before the fair started.
THE OHIO STATE FAIR does pass fan mail. DOES. You'd have to get it there before the fair starts, he(The Person I Talked Too) asked that all fan mail for artists preforming arrive before the beginning of august. You might wanna email asking if it's okay for Ke$ha.
CEDAR PARK CENTER passes fanmail! Yay! I'd try it, but if she's doing it as part of a certain concert, such as a concert with others... I'd address it to the radio station in charge.
I've heard that the TIME WARNER UPTOWN THEATRE doesn't pass fanmail. I could be wrong.
