You should totally write to him!!!! But not at this addy; they're done filming, you should wait till he starts filming HSM 2 and send to Via Venue, because he hasn't responded yet to anyone and his "home" address.

If the movie is filmed in the USA, then you won't need an IRC. But to answer your question, you put 1-2 IRCs when you send to another country and you want something back; the actor can exchange them for that country's stamps and you don't need to put stamps on you SAE. You usually can get them at "bigger" post offices.
