He did answer outside the US. I live in Canada and I got mine back. But then I put on US stamps. I also know of someone in Germany that got him as well. Sorry yours didn't come back.

Being Canadian, and mailing requests to the US all the time, I can help.
To mail a letter from Canada to the US, maximum dimensions 14.96" x 10.62" x 0.79", up to 100 grams, is $2 Canadian. 100 grams = approximately 3.5 ounces.
According to Canada Post arrowsup should not have had to pay more than $2 in Canadian stamps, unless it was over 3.5 oz. and I doubt it was that heavy. This allows for up to 14.96 inches in length.
For 100 to 200 grams it comes to $3.68 CAD stamps.
It's the same rate for all of the US, it's not more or less if it's farther or closer.
Not sure why they put on an extra 10 cents.
The permanent stamps in Canada (the Canadian version of forever stamps in the US) are now 57 cents. Four 54 cent stamps should have easily covered it! Not sure what happened with that.
