I've been told by a US Postal employee that they no longer sell IRC's since the rate increase on the 14th. Now what can I do to cover the cost of return postage?

Case in point: I'm in America and I want to get the autograph of an actor in France.

you don't have to send IRC. You can send money, carefully hidden, to the actor inside the SAE

What about the difference in currency? From my understanding, France uses the Euro, and 1 Euro equals 1.3583 United States Dollars. How would someone in America go about getting a Euro?
