I want to send requests to a few people, but I want to make sure they respond with IRC's!

If I were you I would just briefly explain in the letter that you can exchange the IRC at a post office so they don't have to pay to send your letter back. That way it looks like you've made an effort (which you have) and also they're not confused about what to do with it.
By the way I don't know if those people respond, but if you do what I said I'm sure they'll reply if they get your letter

I'd always use IRCs as a last resort. If you can't get stamps try and find british money. IRCs are pretty rare in the UK nowadays and most people wouldn't even know what to do with them. But if you can't find any other method then a little explanation of your situation in your letter would be the best way!
