sorrry abut posting here not sure where to post should i send money when sending letters to people over seas for the postage or do most stars pay for postage if i send money how much should i send.

You have more options ;)
1.You can send IRCs (international replay coupons)-those are the coupons celebrity can use to not pay anything
2.You can send SASE (self addressed stamped envelope)-that means you buy or trade some stamps of the country you'd like to write to. Your chances to get the success, are using SASE, bigger than otherwise.

Some celebrities pay for postage but not all of them. Imagine how would it be if celebrity had to pay for all the postage. They get tons of letters.

About money. If you're from Europe and you're writing to USA you can send 1$ bill, that's how most people do. I do not know how it's otherwise (so if you come from USA).
