You can but IRC's nearly anywhere in the world!
Just go to your local post office and ask for International Reply Coupons they should be about 95p - £1.10 ;-)

Hi, I Had The Same Problem, I Asked At My Local Post Office And They Said No. (But Thats A Post Office In My Village!) I Then Went To My Main One In The Town Square And They Had Them!

Try Your MAIN Post Office.
