I checked that for you...
Cher doesn't. At least I haven't seen any success yet and there were several requests sent to her. Someone mentioned that he received picture back unsigned, but they sent him another signed pic from her fan-club address & a short typed letter telling that Cher has no time to fulfill personal requests. I think she sends out PPs (as far as I know).
Unfortunately I can't help you with Stanley Tucci, I haven't seen any successes ever received by him.
