Banned as JM, make a new name and be a JM again???

Fudgemonkey was removed as a JM, and has now made another account, "DwightKSchrute", and is a JM again. Surely this defeats the point of demoting someone, when they can simply make a new account and instantly be "reinstated".

Fudgemonkey is my brother. I made this account after he was banned because he didn't want me to have one. He doesn't like having to sign out and back in.
