YES!!!!! Got an email response today from Celebrity Merchadise answering my question and here's what they said:

Yes, the photos that we send out for Mr. Murray are authentically signed by him personally.

Yeah, I'll see if I can find some IP examples. I just find it strange that this photo isn't listed with all the other free ones though. I'm sending CM an email right now inquiring about this.

Thanks for the comment macrylinda1!! I actually contacted CM about this and they did confim that these are hand signed by Chad. As for not being with the other free photos, I'm not sure why.
