Former MLB 2B Jerry Browne Failed, now charging for requests

Sent a LOR, a SASE, and 5 cards on 09/30/20. I received the original envelope back marked RTS 11/17/20 (38 days). He wrote on the envelope to go to pastpros.com for requests. I checked on the website and baseball card submissions he charges $5, $5 for inscriptions, $10 for photos, $15 for baseballs and bobbleheads, and $20 for jerseys and helmets.
