To send overseas, you must take your envelope to the post office to be sent out for you.
For the return envelope, simply write your address on it and affix the postage of the country you’re having it sent from. So in this case, you’d affix a UK stamp. If you can’t get the stamps of the country you’re writing to, then send currency/money. If you can’t do that, at least send a return self-addressed envelope so that the celebrity/agency can buy the stamp and have the autograph sent back to you.
