Filming will begin sometime in January '09. Filming will take place at Studio Babelsberg in Germany.

Filming is now due to begin Feb 4 according to iMDB. Since I just got a PP back from Ewan last week, would this be a good time to send?

It probably is a good time to get ready to send. I personally would wait until mid-week, this way you can pretty much guarantee it'll arrive within the first few days of filming and not have the possibility of it arriving before hand.
