I'm from UK and thinking of asking for a signed playbill for a show in October 2013. The question I have is, if I sent an SAE, a LOR and say USA $3 should I get a reply? Obvioulsy I wouldn't have been able to watch the show, but I am a big fan of the actors who are performing in the show so I would write about that?

You should but not every show sends them out, and sometimes they run out so won't be able to fulfil your request. I've sent away for 4 and 2 never came back, not even an RTS.
When I send for one I address my letter and envelope to the "stage manager of play x" and just include a brief polite note asking for a playbill. Perhaps a line or two of regret I can't get to see the show in person.
US postage can be pricey personally I would send $5 for a playbill. Better too much than not enough,

Anyone have a timeframe for long it takes for TTM playbills to come from Kinky Boots, The Lion King, & Cinderella?

Some do, some don't, mainly depending on the venue.
