If I remember right, they were photos showing Loki in different poses. The picture was taken while Tom was signing them and there were a few stacks from what I can recall. However even if those photos weren't pre-signed, why would Tom sign those and not the ones from the fans? I'm quite sure he signed a stack of those too.
The agency rules warns not to put IRCs inside the envelopes because UK mail service doesn't accept them anymore, but I was told it still does so I wouldn't rely on everything the agency says
But a pre-signed is totally authentic, and receiving one would make my year!

I sent to the original Thor film last year and got my own photograph signed back then.
This year I tried him VV for Thor 2 when it was in the USA for a while but had no success.
And when he was doing a play for one night in London I tried him there too but got the Pre-signed photograph. I had also sent a letter and photo to Hamilton Hodell months before the play in London and got a pre-signed photograph from that too!
I didn't send to Thor 2 while it was filming in London for Tom because I did not think he was signing.

I don't trust H. Hodell either. And a pre-signed photo would make me very glad indeed!

I understood. I hope he's just decided to reply all letters he received via Thor 2 in London after shooting his role. I'll wait for the next months to realize what happened...

I really hope that at least he received all the mails sent to Shepperton/Pinewood.
I put my soul in preparing the letter and the sketchbook I sent I feel sick at the thought of them being lost somewhere.
