Prepaid envelove from UK

My friend sent me these are prepaid envelopes and told that I could use them from the UK to anywhere (I live in Kazakhstan).
Somebody used these?

I've never seen them before.
From what I can make out via google, it is an old scheme which was discontinued some time ago, and they are no longer valid.
