How to use an IRC ?

I know that it's "a voucher obtainable from the post office to prepay the return postage of an item from abroad." but how do I used it ? Are they like stamps ? That way I could put them on my SASE ? If it's just a coupon or a voucher, then it means that the sender have to go exchange for the U.S stamps then. I'm very new to this, please help.
