I used a SASE, I never use IRCs never had a single success with them.

I guess if you found a good via venue your chances are good that you will recieve a reply.

You can order Canadian stamp online at the Canadian post office. For US Stamps you can order them via telephone or fax. I guess you could always try to trade them, I usually get mine via ebay.com

I'm from Germany, there isn't so much different. And I do it all the time and I know people from Poland who do it. I order online from the Canadian Post Office but you need a Credit Card for it and I buy my US stamps either from ebay.com or trade them, and for trading you don't even need nessassarily a Credit Card.

The other thing you could to is, is go to your bank and exchange some money and get 1 Dollar US Bills. You could include one dollar for small letter and two dollars for large letter.
