Today, December 11 I received the photo returned in my SASE envelope, minus the plastic and cardboard, unsigned, with nothing else in the envelope.

Awww I'm sorry for your RTS. Maybe you could try him at a different address? The least they could have done is put a short note in the envelope explaining why he didn't sign.
