Sent an index card to the Milwaukee address and asked that he sign. Sent out around 10/1/13. Received a nice letter and 8x10 signed by him on 10/31/13. Letter was from his secretary. Was hoping for a baseball, but this works too.

Yes. I had heard over the years that his office would send baseballs out when asked to do so. I didn't straight out ask his office to send me a baseball. However, I wrote a pretty nice letter and references some matters that Selig and I have in common (schools, Milwaukee) and asked him to sign my card and send back. I also put in the end of the letter that I may send him a baseball on another occasion and didn't have any in my possession at the time (which is true).
