It could be many things, but do you mean...
...you included an IRC/cash for return postage but no envelope?
...IRC/cash with an SAE?
It's possible it takes longer if the SASE is not stamped. Of course, loads of other reasons...
...lost in transit either way, bad luck, not got to his secretary yet, anything really.
