Should I send a new request to that address since I haven't heard back from her?

independent talent are a great agency when it comes to fanmail, if karen is not with them anymore then i THINK they will just pass on all her current fanmail to her new agency.
any new requests to independent talent will probs just be returned to the sender like yours
i wrote to her nearly 2 years ago and since then there have been NO replys from her to any fans on here.
she has just finished doctor who, so should be signing again soon, hopefuly.

you could try the new address, i think its the same agent as matt smith, and i got a reply from him once using that address

I too sent to Karen earlier this year (Feb) at the Independent address. I also sent one to Matt Smith at Troika on the same day. I haven't heard anything back, but no RTS yet. I'm hopeful (as someone has already said) that the Independent letter was forwarded. If that is the case, I'm sorry to hear you got an RTS. When did you send, out of curiosity?
