He sent back your 2 bucks because what can he do with it?, cant spend it in UK and not enough to change into £. If you dont want to seem as rude to people you really should send £ if you are sending cash

Actually, IRC's are no longer sold here. Including $2 USD is a good idea, it can be deposited into any bank for 1.61 EUR. I don't see a problem. I usually include $3 for UK mail b/c of the US dollars value against the GBP.

That's not true. You can't put $ into a UK bank account. You could change it up first, but $2 is too small an amount. You'd need at least $10-20 before anyone would touch it.

Uk postage to the US is around £3-£5 depending on the size of the envelope, but usually the post office won't exchange dollars into pounds under around $10 so I think it'd be way easier and less expensive to simply send a load of UK stamps if you don't have IRC's

If that's a 6x4 in a small envelope then the postage from UK-US is £2.15, which is about $3.40 anyway.
