I sent a letter and picture to be signed to

I got the picture back (that I sent out in May) in my returned (Stamped) envelope unsigned and with no explanation as to what happened.
It does not have the usual RTS on the envelope or a letter to say why it was sent back unsigned.
Has anyone had any success with this address?
