Well, If I receive a Pre-print or Autopen, I'm happy that I received something. A pre-print or Autopen is better than receiving nothing at all.

I've only sent pictures & those are pictures which I create myself. Never send any items to a celebrity which you wouldn't want to lose because your item could get lost, stolen, et al.

As dgangel posted, you just have to be patient. The normal wait for an autograph is 3 months or more. In fact, some people had to wait several years to get their request fulfilled.

I started autograph collecting just for fun but now I can't stop. I haven't sent any requests out last month but I will try again this month.

I would both A and B! I would mostly sign and personalize for all my fans when ever I can, hopefully even aswer questions and write notes, but if I was busy, I'd presin pictures, so at least people could get a real autograph from me!
