As LeMon said, a IRC covers the minium cost of sending a letter overseas. So the number of IRC needed will depends on the weight and size of your letter. Say like a A4 size envelope with cardboard would costs 3 IRCs. If yours are not as big as A4, then it will be always save to include 2 instead of ...
