It depends on weight generally, when I write to USA celebrities (from UK) I include one IRC, but that is because I use normal standard envelopes. As you are using bubble envelopes, I would recommend sending 2 IRC's to be on the safe side. A lot of the time, if 2 IRC's are sent, and only 1 is needed,...
