Caesars does forward fanmail. That's how I got Bette Midler via The Colosseum back in 2008 It just depends if Celine is willing to sign, or not.

I've tried sending to her castle in Ireland...that was last September, and still nothing. She just doesn't sign TTM

I do not think this is a preprint or autopen, as I can see the differences in those two photos. My guess would this photo was probably pre-signed by her (along with a stack of photos), and her assistant is mailing them out to all of the requests that have come in.
