There is already an Autograph sale/exchange forum where members offer stamps as well as collections of autographs :)

A few people have said they can't get international stamps and that IRCs are too expensive or they can't get them.

How about a specific forum where people can set up a "stamp exchange"?

Eg someone from the UK wants $20 of US stamps and posts this. Someone from the US can PM the poster to arrange an exchange for the equivalent value of UK stamps ... or can offer an autograph of similar value.
