You send an envelope, inside an envelope, including the photo(s) you want signed, making sure the envelope inside the envelope you're sending has stamps from the country you want it sent back from.
You can check the usps website for how many stamps you would need, you can also research global forever stamps which can be used to receive mail from to the UK from the US.
