Collins does not sign by mail and hasn't for a long time. And when he was doing paid signings it was waaaay more than $20 (although on his recent book tour he was signing his book, and only his book.)
By are large, the Gemini and Apollo (and Skylab) astronauts have stopped signing period, or stopped signing TTM. Or they require fees ranging from just about $100 on up. Best bet is to catch them when they're doing a mail-in signing, or at a convention or show where they sign.
The days of them signing for free are pretty much gone, and it's going that way with the Shuttle astronauts as well.
