The fact they sent you a diff photo back that wasn't yours and nobody seems to sign from that show I would say its most likely a preprinted photo.

Look at the photo in the light...it should be easy to tell if the ink is on top of the photo or part of the photo by how it reflects light...if the whole thing reflects light the same way, it's part of the photo...
