I was lucky to get authentic book plates from both. H.W Bush I'm told only signs book plates a few times a year to sell at the Library Store. You can try and contact them through the website. W. Bush, may have temporarily stopped with the bookplates but that was a good way to get an authentic signature from him. He was kind enough (he didn't sign my baseball for my boys) to send them each a authentic signed pic of him throwing out a first pitch, and inscribed them. Either way I'd try emailing them inquiring about bookplates.
