It sounds more like he was presented with a "white sheet", photo paper which allows the photo to be printed as you described. A photo printed on an index card would look pretty crap in my humble opinion.

And yeah, I know I was lucky... it was awesome to receive. Pretty sure I got a Potter photo from him at some stage as well, but all sold now long in the past. I've met him once, he was a bit grumpy, but he signed though refused to do a photo with.

Oh okay, I just heard once that he refused to sign a index card or something like that in person and accused the person of just going to print a HP picture on it later.

Well then feel lucky because your like literally the only person. I know plenty of autograph dealers and collectors who have tried to get him to sign HP photos are Merch and they always get denied.

This letter is weird anyway, normally you get a long-ish apologetic letter from Melanie, his assitant, not this generic one. But he wouldn't have signed your HP photo anyway, so next time you send, choose a different photo (I don't think he even signs blank cards).

This is probably for the best, as he is unfortunately known to refuse signing Snape photos :(
Next time you try, you might want to send a different photo of him because you'll just get the Harry Potter ones returned unsigned.

I wish you luck in getting his autograph though :) I'm yet to get him myself!
