Received: 9/8/11 2nd Time This Has Happened, Returned Pictures Unsigned

Originally I sent it to a NC address I found, got them back unsigned in the envelope I sent, this time sent to an Orlando address I found, had the same result. Am sending it to an AZ address I found now. This is the last and final time. If he's not there or doesn't want to sign just RTS, at least that way I get my unused stamps back.
