Because autographs are not on the list of priorities. They're can be doing any one of a number of things, more importantly such as what their day job is. Almost four years is a long time, even for a preprint, but that can be attributed to a delay by the Post Office as well. I just got back one after three years; the same celebrity took less than a month for someone else.
Autographs are a privilege, not a right. We should be thankful to get any kind of response at all.
