Obviously I cannot tell when it was signed.

All I can say for sure is that it is a promotional photo for her show Jessie, and it is signed by what appears to be a black Sharpie.

Beyond that...your guess is as good as mine.

I sent a 3X5 card, a 8X10 photo and a SASE

On 18 Aug 2014 I received a 8X10 signed Promotional Photo, and she returned my photo unsigned.

I guess that she signs a bunch of photos in one sitting. It is nice that she takes care of her fans.

Sorry still using dial-up so I cannot upload a scan.
