I can now confirm the photograph I received is pre-signed.
I got another identical photo with the signature slightly different back yesterday from a VV address in the UK.

Looks like he is sending pre signed photos out at the moment

The envelope has one 2nd class stamp on it to get back to my mums address in the UK.
Whenever I send an autograph request to someone in the UK, I do not send my reply envelopes back to the US as there is no point. I have a valid address for post to go to in the UK.
I hope this clears this up for you.
